Missing "Not Equal" operator for many parameters in the "Apply Filters" button for all work items

      Issue Summary

      This concern refers, in general, to the missing "Not Equal" operator for many parameters (not only the 'Type' field) in the "Apply Filters" button for all work items and Program Increments etc. 

      • In general, the work items miss the ‘not equals’ operator (or are not consistent) for some filter parameters in the "Apply Filters" button and this causes frustration and pain points for our JA users (like ART Team, Agile Team, Program Increment etc.). JA users ask about the inability to exclude values in search of some (but not other) parameters across the board. 

      Expected Results

      To have the "Not Equal" operator for all parameters +in the "Apply Filters" button for all work items.+

      Actual Results

      Now it is missing the "Not Equal" operator for many parameters in the "Apply Filters" button for all work items. 

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
