Tags should consistently show the same color based on the unique name of the tag, currently the color is random

    • Create a tags and view them on the backlog view
    • Identical tags shown on work items views/grid views etc. should match in relationship to the colors.

      Right now tags colors shared across workitems don't share the same color.
