Tags in Epic grid (capability enabled) do not show consistent color for the same tag

Issue Summary

This issue is related to JIRAALIGN-668 and is noticed in the Epic grid with capability enabled

When setting the backlog to Epic and looking at items inside a solution, the Epic show tags that are common to multiple epics, but show in different color instead of getting a consistent same color for the same tag.

This could be confirmed internally in a portfolio with capability enabled while a portfolio without capability seems to show consistent result

Steps to Reproduce

1. Navigate to Backlog>Epics
2. Set your top tier filter to a portfolio with capability enabled
3. Identify Epics with a common tag
4. Notice the different colors applied despite the tag being the same

Expected Results

Identical tags shown on work items views/grid views etc. should match in relationship to the colors.

Actual Results

Tag colors shared across workitems don't share the same color.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
