Issue Summary

Using the New OKR, you switch off a number of fields, eg Health, Planned value, Delivered Value for the Objectives for one Portfolio. 
However, they are all still shown in the objective description.

Steps to Reproduce

1. If you’re using the new navigation, select the Settings gear   in the top navigation bar. If you’re using the old navigation, select Administration in the left Nav menu.
2. On the left side of the page, select Details Panels Settings in the Settings section.
3. Select a portfolio from the Portfolio drop-down menu. 
4. Select a work item type from the Work Item drop-down menu. In this case objectives
5. Disable the Health, Planned value, and Delivered Value toggles
6. Open or create a new Objective

Expected Results

The fields are not visible in the  objective description because the toggle is disabled

Actual Results

The fields are visible in the  objective description because the toggle is disabled

Workaround

Switch to the legacy UI.
