Issue Summary

When on the Backlog, when using the filter by Owner with a user that has a special char on the name (like a ' ) will result in no data found, while other pages (like Feature Grid), will bring the correct data.

Steps to Reproduce

1. Go to Program > Backlog (or Portfolio)
2. Click on Filter
3. Select Owner
4. Select a user that has a special char on the name and a Feature associated with it
5. See how no results are found
6. Now repeat this on Feature grid (or Epic) and see how it works without problems

Expected Results

Items associated with the owner will be returned.

Actual Results

If the owner has a special char on the name, nothing is returned

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
