Issue Summary

Notification for Idea creation via the Ideation portal is not sent to the recipient set in 
Administration >Email > Enhancements.

Comments on new Idea however are triggering emails to the same recipient, only the notification that an Idea has been created is not sent.

This behaviour is described in https://internal.jiraalign.com/ideaZone/ideas?ideaID=208 and was set as functionality implemented, however, it seems that this particular notification is not working at this point in time.

Steps to Reproduce

1. To set email notifications, go to Administration > Email
2. Set a user email address and type = Enhancements 
3. Have a user create a new dummy idea in the ideation portal
    Once a user creates a new idea, no email is sent to the subscriber via this method
4. Have the user add a comment to this idea.
   The recipient (CC and BC) sets Administration >Email > Enhancements and receives a notification email about this change.

Expected Results

The email notification workflow about enhancement should trigger emails for email creation and other update

Actual Results

Only Update and comment notifications are included in the email notification workflow for enhancement, but the Idea creation itself is excluded

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
