Issue Summary

The DONE % Shown on the Progress bar tooltip does not match the Progress bar when the Progress Bars Status is set to use Count in the Portfolio platform settings.

Steps to Reproduce

Pre-Requisite:
Set Progress by Count for the Progress Bars Status under:
Jira Align Administration > Settings section> Platform> Portfolio tab> Manage: Progress Bars
or
Jira Align Administration > Settings section> Platform> Portfolio Specific configuration > {PortolioName}

1. Create an Epic
2. Create a feature as a child of the Epic
3. Create a story as a child of the feature
4. Accept the story without adding any estimation point
5. Accept the feature
6. Go back to the Epic and scroll down to the Features section
7. Observe the progress bar of the feature
8. Hover over the progress bar to display the tooltip

Expected Results

The DONE % matches the progress bar taking into account the Portfolio settings: Progress by Count

The DONE % does not match the progress bar as it is always based on the Story Points and does not take into account the Portfolio settings: Progress by Count

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
