Issue Summary

A user that does not have permission to edit epics is able to the Notes for an epic in Roadmaps. T

Steps to Reproduce

1. Log in to JA, with a user who has (Roles -> Portfolios ->Manage -> Epics -> Add) edit permission for EPIC disabled.
2. Go to Roadmap and select Program and Portfolio from the T-1 filter.
3. Go to "View Configuration" and Check "Notes" from the Custom Columns section. Click Apply.
4. In the Notes Column, "Add Notes" to any EPIC and Save.

Expected Results

Users with edit epic permissions disabled are unable to edit Notes on the Roadmaps view.
 

Actual Results

Users with edit epic permission disabled are able to edit Notes on the Roadmaps view.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
