Issue Summary

When you choose a Program in the  Risk details other than the Primary Program, the Capability associated to that program as an Additional Program cannot be chosen from the drop-down (when the Capability leverages the multi-program approach).

Appears to relate to https://jira.atlassian.com/browse/JIRAALIGN-4945 which discusses a similar issue for Portfolio Epics

Steps to Reproduce

1. Create a Capability under Program A (as Primary Program) 
2. In the Capability details add Program B as an Additional Program (and Save this change) 
3. Scroll down the Capability details to find the Risk section and click the +Add option
4. A details panel for creating the risk appears with Program A and the Capability (and the Capability's parent Epic) already filled in
5. Change the Program in the Risk to Program B
6. The details panel will refresh and the originally  pre-populated field for the Capability will be empty - you will also not be able to search for the Capability itself (using ID or Name) 

Note: Reproduction testing was done using version 10.125.2

Expected Results

The Capability should appear in the "find Capability" box regardless of whether the Program selected is the Primary or the Additional one. (when the Capability leverages the multi-program approach)

Actual Results

The field "find Capability" can't find the Capability if the Program set in the page is other than the Capability's Primary Program (when the Capability leverages the multi-program approach)

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
