Currently, in the New Navigation, we can access Process Steps/Flows through Portfolio and Solution rooms which automatically filters them by the selected Portfolio/Solution, so there's no way to see all existing Process Flows at once.

In the old nav, it's possible to see all Process Flows by clearing the filters in the Process Flow grid.

Admins would like to have a Process Flows grid view in the general Items menu in the New Nav (similar to Items → Other → Program Increments grid for example), so that they can access all Process Flows across the environment, rather than only being able to check them by a single portfolio.
