Issue Summary

Process Flows are associated with a Program, but found under Portfolio and Solution menus

As a result, it can be challenging to remember where a particular Process Flow is located.
There's no view now where user can see ALL the Process Flows in a list.

Steps to Reproduce

1. Go to Portfolio(Or Solution) and select one item
2. On left menu, go to More Items and select Process Flow
3. Notice the list of process flows is restricted by the selected hierarchy with no option to extend to system wide

Expected Results

Process flow should have a full access view, in Items section for example for organizations to get the full picture of their process flows when needed

Actual Results

The process flow list is restricted to the hierarchy item selected

Workaround

It is possible to add in the page filter additional Portfolios to extend the search (only applicable to portfolios
