Issue Summary

In the both new OKR, hub, and old OKR tree, while creating a new Team or Program Objective, the parent objectives are not populating in the drop-down list.

It is working for Portfolio Objectives.

Steps to Reproduce

1. Go to the create page and "Create an OKR", and select Team or Program Objectives,
2. Click the "What parent objectives does this align with?" drop-down
3. Observe that the "Parent Objective" list is not populating for the Team and Program Objectives.
4. However, the parent objective list is visible for the Portfolio Objectives following the same steps. (OK)

But we can view the parent objective list after creating the Program and Team objectives. Issue persists on both new and old OKR experiences.

Expected Results

While creating a new OKR, able to view the list of parent objectives for all objective types.

Actual Results

Not able to view the parent objective list while creating the Program and Team objectives.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
