      Issue: 
      On the user import template we show a state for accepted, and we don't allow user to use this value.

      "5 - Accepted" should show as a value in the State column header. Users should be able to import stories in an Accepted state if the story does not already exist in Jira Align in an Accepted State. If the Accepted By or Accepted Date is not filled out on the import file, the story should show as Accepted by the User performing the import and at the time of the import. All changes should be captured in the Audit Log."
