Add toggle to NOT automatically update feature state when story state is updated

      Ideally per portfolio or program team...
      Our customers are asking if this behavior can be turned off.
      There are many stories that get associated with a feature and some of them might be completed early, but the feature then automatically gets an "In Progress" state that can't be overridden.

      Instead, we'd like the ability to only manually control Feature state instead of it pulling / inferring it from the story level.
