Currently, users must add a story to Features (program-level work item) so that they gain a team association eg show on the Program Board.

This is not efficient as initial planning at the feature level might not include authoring stories. Having the ability to add contributing teams to the feature details would enable efficient planning and easier visibility as to who is involved in the work.
