Issue Summary

If a SuperAdmin doesn't have permission for "Product > Product > Manage Products", it will still show the products on the instance when clicking the Product menu on the top nav bar, but once one is selected, it will ask for pass/logging, or log out the session.

Steps to Reproduce

1. Remove the permission "Product > Product > Manage Products on a SuperAdmin
2. Log out/Log in
3. Now click on Products on the top bar, and select one Product

Expected Results

For all users/system roles, if the user has access to programs with products enabled, the product menu should show.

Actual Results

The products display, but once you click on one, a login screen appears

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
