Issue Summary

The Solution menu should only show if the user has access to a Solution.

Steps to Reproduce

1. Select the Administration->  Platform 
2. Select the "Solution" tab
3. Disable the 'Enable Solution Menu' option by selecting the "No" value, see image
   
4. The "Solution", circled in red in the image below, should be hidden 
   

Expected Results

The Solution menu should only show if the user has access to a Solution.

Actual Results

The "Solution" is not hidden 

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
