Issue Summary

Unable to Delete External Links from Work Items in Jira Align 10.120.2

When the Details tab of a work item is opened and the Links section is expanded, then the list of external links (assuming some have been created in the work item ) should have a large cross (X) located at the righthand side which allows the user to delete the link in question. 

For the 10.120.2 version, this cross is not displayed (in Epics, Capabilities Features or Stories) meaning a link cannot be deleted from the console.

This problem is seen even for a user in  the Super Admin role that is also a member of the Portfolio and Programs containing the work items. 

 
As support could not test with 10.119 in the cloud, support compared  with the results seen for a self-hosted (on-prem)  version running 10.119.2 and the deletion cross is available in 10.119 making this appear to be a regression of functionality.

Note: this issue was found while investigating https://jira.atlassian.com/browse/JIRAALIGN-5050 for a customer 

Steps to Reproduce

1. Login to 10.120 (in the cloud) as a super admins
2. Open any work item and create an External Link 
3. Try to delete that External link - as the cross is missing it will not be possible,.

Expected Results

Assuming the user is either a Super Admin or has the correct permissions (to the type of work item) then a cross should be show that allows the deletion of the external link

Actual Results

Even as a Super Admin the  deletion cross is not shown against external links in work items

Workaround

The REST API can be used to delete links from work items. however, there is currently no known workaround available for console users.  A workaround will be added here when available
