Issue Summary

If the massive number of capabilities (over 190), when we select a capability from the drop-down menu in the feature, the capabilities lower on the list that requires scrolling do not render properly on the screen.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Step 1. Created the capabilities over 190
2. Step 2. Go to Feature and select the program associated with capabilities
3. Step 3. Select the capabilities field and scroll down, however, the values are not displayed and show the blank page
   

Expected Results

All values are shown when scroll down the mouse in the capabilities field

Actual Results

when scroll down the mouse in the capabilities field, the blank list is shown and will glitch back to the top of the selection list

Workaround

Search the capabilities name if the user knows what they are looking for.
