Issue Summary

PI Progress Report - Scope Change Report occasionally times out with a Whoops error when trying to load content.

This issue was last observed and corrected with 10.116.3 but seems to still occur in the latest release.

Steps to Reproduce

1. Load the Scope Change Report with 1 or more Releases and 1 or more Programs
2. Depending on the contents, a timeout will occur with the RPM_GET_STORY_POINTS_TREND_FOR_RELEASE stored procedure

Expected Results

Scope Change report loads without issue

Actual Results

Inconsistent timeouts on loading the report, resulting in a Whoops error page.

Workaround
