[JIRAALIGN-2178] Program Increment Progress Report time out error

Issue Summary

When trying to access Program Increment Progress Report it fails with the error
"Whoops... Something when wrong while displaying this page"

Steps to Reproduce

1. Set Tier 1 filter to a Program Increment
2. Navigate to Program > Track > Program Increment Progress

Expected Results

Report to render correctly

Actual Results

Depending on the amount of data the report does not load and fails with the error "Whoops"
At the browser data we see that "ReleaseBurnDown" took 31 seconds:

Workaround
