Issue Summary

When opening a "Capture" in the "Program tracking", a new tab will open with an BLANK image of the report as a snapshot.

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Step 1. Navigate to Reports > Program Tracking
2. Step 2. Select the Program and the 2 Program Increments in the top tier 1 config (note: selecting 2 Program Increments is not necessary. Issue is reproducible with one Program Increment also)
3. Step 3. Then in the 'Program Increment' drop down menu, select the second program increment
4. Step 4. Click Capture
   

Expected Results

The page is displayed when clicking capture button.

BLANK image of the report as a snapshot

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
