Issue Summary
In the backlog kanban view, the customer is facing the following error once they drag and drop a Feature to the Column state Done. "*An error occurred on the server when processing the URL. Please contact the system administrator.

Note: In the customer scenario they are filtering Tier 1 by only a Program and no PIs or other statements, plus they have approximately 1137 Features in the state Done column
This is reproducible on Data Center: (no)
Steps to Reproduce
- Go to Backlog > Kanban state view
- Features View selected
- Tier 1 Add only a program with 1137 or more Features in the Done state
- drag and drop any other Feature to the Done state
- Error overlaps the last column
Expected Results
Do not present some Microsoft generic error like: An error occurred on the server when processing the URL. Please contact the system administrator.
If you are the system administrator please click here to find out more about this error.
But instead, have a Custom Jira align error describing what happened or a guardrails scenario that blocks the user to add so many items in one single state column

Workaround
Filter / refine the Tier 1 filter in order to show fewer work items in the Kanban hence not exceeding the buffer limit

[JIRAALIGN-4380] Backlog Features kanban view - Too much Features in one state causes Response Buffer Limit Exceeded
For our Program’s ART, in order to address needs of our PO Sync meetings, we perform a health check of Program Kanban at the Feature level and that is not restricted to a single PI.
When the ability to filter the Process Step by multiple Kanban States was recently removed, along with the ability to use the “does not contain/not equal to” option, we started to encounter this issue. Previously, the Program Kanban was filtered to exclude displaying content for the Done state. Unfortunately, this ability is now removed for the Program Kanban (note that is still available for the Portfolio Kanban).
I want to check for if there are any plans for re-introducing this filtering capability back in Jira Align at the Program Kanban level.
This change went live with 113.2 on Nov 4..
