Jira Connector failed connection to Jira Cloud with error 503

Error is not meaningful and provides concern to end users.

Steps to Reproduce

Jira Software Cloud
Jira Align Cloud
Jira Software Cloud "scaling up to deal with the morning traffic."
Jira Connector running and gets a 503 error

Expected Results

Error would be meaningful and explain that a retry will occur shortly.
