Issue Summary

The Cycle Time Control Chart in the Process Flow Cycle Time Report reports values loading from the selected Value Stream rather than the Context Menu selections.
Other charts in this report do seem to respect the Context Menu.

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Create a Value Stream with Epics spanning multiple Programs
2. Load the Process Flow Cycle Time Report using only 1 Program in the Context Menu and the created Value Stream in the dropdown.
3. The chart will load with all Epics in the Value Stream rather than only those within the Context Menu selection.
4. The other reports will properly filter based on the Context Menu

Expected Results

All reports honor either the Context Menu or the selected Value Stream.

Actual Results

Cycle Time Control Chart honors the Value Stream selected while the other charts honor the Context Menu.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
