[JIRAALIGN-1078] Process Step Cycle Time report bug

Issue Summary

Currently we don't filter the process cycle report by associated programs/portfolio's based on the tier one selection. This report should be able to show associated programs across portfolios and multiple programs across a value stream if selected in the tier one.

Steps to Reproduce

1. Step 1 - Set Tier One To Multiple Programs or PIs
2. Step 2 - Run the process cycle time report

Expected Results

PM will be entering this data

Actual Results

the report is currently filtering by value stream and not the context menu
