Jira Management & Jira Settings - Search is broken on dropdowns

Issue Summary

Attempting to filter / search for Boards, Programs, or Teams on the Jira Management -> Jira Boards tab has stopped working. When typing in the name of a known Board, Team, or Program, no choices appear in the list. This also affects Jira Settings -> Manage Projects tab when attempting to filter on a project or program.

Steps to Reproduce

1. Log in to Jira Align as a user with permissions to access Jira Management
2. Click Administration
3. Click Jira Management
4. Click on the Jira Boards tab
5. Click the Jira Board, Jira Align Program, or Jira Align Team Dropdown and attempt to search for a known Board, Program, or Team by typing the respective names.
6. Click on Administration -> Jira Settings
7. Click Manage Projects Tab
8. On Manage Projects, click either the Project Name drop down or Program Drop down and start typing in the names of existing projects or programs.

Expected Results

The user should see a program to choose from if it exists, for example, on a 10.105.3 system:

Partial Workaround

For non-Kanban project boards, users can search for and narrow down boards by clicking the Jira Sprints tab under Administration -> Jira Management. On the Jira Sprints panel, click on the Boards drop down menu and begin typing in the name of the board the user wishes to filter on. This way the user can have a quick view of whether the board is already integrated or not.
