Issue Summary

When Story Maps permission "Save" is enabled, the Save button is not visible. Inconsistent behaviour in Configure Map. Columns/rows can be added and stick, but name changes don't.

Steps to Reproduce

Permissions
Program > Track > Story Maps ENABLED
Program > Track > Story Maps > Save ENABLED
Additional Options > Add Agile Objects DISABLED

1. ViewStoryMap.asp
2. Click on "Configure Map"
   # No "Save" button present.
3. Columns and rows can be added/deleted and "stick" even though "Save" button not present.
4. Modifying row/column name does not "stick".

Expected Results

Save button visible
OR
Since the columns and rows can be added/deleted and "stick", then so should name changes.

Actual Results

# No "Save" button present.

Workaround

Save button can be made visible by using "Add Agile Objects" permission, however this has wide ranging impact across Jira Align. View
