Issue Summary

Forecast -> Plan Capacity -> 'Current FTE' calculation is considering deactivated users.

Steps to Reproduce

1. Login
2. Browse to a Program's agile team to notice current Team member allocations
3. Deactivate an user from the team
4. Notice at Team member allocations reflect correct number of users
5. Browse to Forecast -> Plan Capacity
6. Observe the results

Expected Results

Plan Capacity -> 'Current FTE' calculation does not consider deactivated users

Actual Results

Plan Capacity -> 'Current FTE' calculation considers deactivated users as well. 

Workaround

Remove the deactivated user from all assigned teams.
