Capability / Epic Backlog: item edit causes filtered out labels to display

Issue Summary

Capability Backlog is filtered to correctly display only filtered labels.
Editing an item, then causes the main Backlog displau to show the filtered-out labels on the item

Steps to Reproduce

Conditions: Choose a Portfolio with Capabilities enabled and has Capabilities created.

1. Go to Backlog
2. Change Viewing to Capability Backlog
3. Capabilities are listed
4. Due to JIRAALIGN-3339 all labels are showing. So, click on Labels and
5. change filter from Program to Schedule and then to Program again.
6. change filter from Parent to Tags and then to Parent again.
   This now shows Filtered Labels
7. Click on a Capability
8. Make a change, eg change the Description or change the Release
9. Save & Close (OR Save and then click the X in top right)

Expected Results

Capability should only show Labels belonging to Parent and Program.

Actual Results

Capability now shows ALL Labels belonging to
Program
Schedule
Parent
Tags

Workaround

Click on Labels and
1. change filter from Program to Schedule and then to Program again.
2. change filter from Parent to Tags and then to Parent again.
