Capability / Epic Backlog: Filtered out labels are still displaying

Issue Summary

First viewing of Capability Backlog shows all Labels not the filtered ones. Changes to Labels filter does filter out unselected tags. However if the filter is set to the desired filter, and page refreshed, all labels reappear.

Steps to Reproduce

Conditions: Choose a Portfolio with Capabilities enabled and has Capabilities created.

1. Go to Backlog
2. Change Viewing to Capability Backlog
3. Capabilities are listed

Expected Results

Labels from the set Label filter would appear.
Eg in Pic the Program an Parent labels are selected, so only those Program and Parent labels would appear

Labels from all of
Program
Schedule
Parent
Tags
display.

Workaround

Click on Labels and
1. change filter from Program to Schedule and then to Program again.
2. change filter from Parent to Tags and then to Parent again.
