Issue Summary

Timeout/exception errors when attempting to expand the Program Increment list for a large portfolio of 5 or more programs during peak hours.
Loading Smaller datasets and/or loading the data outside peak hours works correctly

Steps to Reproduce

It is required to have a high volume of data.

1. During peak hours, for example: in the US the issue was observed at 08:15 PM UTC
2. Go to Forecast Report
3. Set the Configuration to a Portfolio or list of Programs that have one Program Increment in common
4. Select View Type: Agile by Program
5. Click on the > symbol to Expand the Program Increment

Expected Results

Program Increment expand correctly

Actual Results

After 60 seconds a Cloudflare warning is shown on the browser, the Program Increment never complete expanding
