      Issue Summary

      When creating Dependencies you can select PIs that are in Planning, In Progress or Done and it should not be possible to select PIs that are DONE or ARCHIVED.

      Steps to Reproduce

      1. Go to the Dependency Grid
      2. Create a new Dependency
      3. Select on the dropdown a PI that is marked as DONE

      Expected Results

      The PIs that are ARCHIVE would not appear on the dropdown for dependencies, snapshots, objectives, and themes

      Actual Results

      PIs that are marked as Archived appear on the dropdown.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
