Feature/Epic/Cap/Story: user should not be able to select completed PIs

Issue Summary

When creating a Feature, the user should not be allowed to select a PI that is DONE or Archived. The archived ones are not showing, but the ones in DONE are.

Steps to Reproduce

1. Have a PI set to DONE
2. Create a Feature
3. on the PI field search for the PI that is DONE

Expected Results

The user should not be able to select the Release (PI) in DONE status for:

• Feature
• Epic
• Capability
• Story

It is applicable to:

• Create WorkItem
• Update WorkItem (TBD by DEV)

Actual Results

The user can select the PI in DONE

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
