Issue Summary

An Internal Server Error toaster is thrown when creating a Dependency from the Epic slide-out

Steps to Reproduce

1. Make sure there are no sprints assigned to an agile team.
2. Browse to the Epics grid, open an epic
3. Scroll down to the Dependencies section, then click "+ Add"
4. The New Dependency slide-out pops up
5. Fill in title and description
6. Select the Program Increment
7. Notice the error

Expected Results

• Program Increment is selected and the subsequent data fields are displayed
• PdM needs to confirm if we need to display a warning about the missing attributes needed for a dependency creation.

Actual Results

• An Internal Server Error toaster is thrown and no further fields are made available
