Issue Summary

Features: Filtering by Target Completion/Target Start Sprint doesn't work. When applying either of the filter, the drop-down is not loading at all with Sprints and giving a message "Choose a Program Increment" 

Steps to Reproduce

1. Login
2. Go to the Features grid. 
3. Configure context menu to some Program and PI that contains a few Features. 
4. Update Features assigning them to a different Target Start and Target Completion Sprints. 
5. Apply filtering by Target Start Sprint or Target Completion Sprint

Expected Results

The drop downs for Target Sprint Start & Target Sprint Completion should show all the relevant anchor sprints for a Program and PI and should be able to filter on the selected values.

Actual Results

The drop-downs do not load at all and show a message "Choose a Program Increment" and unable to apply the filters.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
