      Issue Summary

      Work Tree: Filtering by Tag doesn't work.

      Steps to Reproduce

      1. Login
      2. Go to the Work Tree.
      3. Open the Extra Configs.
      4. Type something in Text/tag.
      5. Check if the Work tree is filtered.

      Expected Results

      Given the hierarchial nature of work tree, filtering by tags cannot be handled at this time. The Tags tier 1 filter should be greyed out. 

      Actual Results

      The report is not filtered at all.

      Workaround

      To use Tier 1/Context Menu filtering by Tag.
