Issue Summary

Comment from users in the public-facing Ideation portal get duplicated

Steps to Reproduce

1. Create a Group in Idea zone
2. As an external user, access the public link and create your account. 
3. As admin for Jira Align Idea zone, approve the new user
4. As external user, login and create a new idea
5. Once created, add a comment (ex: "one comment external user)
6.  Notice the Comment is getting duplicated (REF Screenshot)
7. As an admin in Jira Align, add a comment on the same idea (ex: "one comment by admin)
8.  Notice the comment is showing not duplicated (REF Screenshot)

Expected Results

Comment should appear in a single occurrence and should not duplicate

Actual Results

Comment created by external user is getting duplicated.
The duplicate appears to be created by "Align Admin"

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
