Issue Summary

When teams are deleted they are showing up on the program Increment report drill down by team. Per our lead engineer, we shouldn't show deleted teams at the top of the report. From a historical perspective, we probably want to maintain the historical data from deleted teams since we want to maintain customer data integrity. We'll need product management to determine the expected behavior. 

Steps to Reproduce

1. Step 1  - Delete team
2. Step 2 - Run Program Increment Progress Report (Drill Down By Team)
3. Step 3 - Notice the attached screenshot showing the behavior of the system

Expected Results

PDM - Please review and define the expected behavior. Support will put an internal comment updating the team with engineerings feedback.

Actual Results

1. We have deleted teams showing up at the top of the report
2. We possibly have deleted teams hidden on the page causing extra white space
