Issue Summary

When adding an expense to an Epic under Value Engineering, the pop-up window is too small.
In order to to submit an expense, the user must tab through the fields or use a horizontal scroll.

Steps to Reproduce

1. Log in and navigate to this Epic:
   https://amertrial338.agilecraft.com/EpicGrid?FirstTime=True&EpicID=1112
2. Click the Value Tab
3. Scroll down to "Value Engineering" Section
4. Click "Bet"
5. Click the "Add Expense" button

Expected Results

The pop up window should be large enough to see all the elements.

Actual Results

The pop up window is too small. The user must tab through the fields or use a horizontal scroll in order too see all the elements and add the expense:

Currently there is no known workaround for this behavior. A workaround will be added here when available
