Issue Summary

Tier 1 filter gets cleared when navigating a grid page. This issue is observed when a Portfolio/Program filter is paired with a PI/Release filter.

Steps to Reproduce

1. Set your T1 filter first-level filter to Program/Portfolio
2. Add a second-level filter based on PI/Release in your T1 filter.
   
3. Navigate to Features (Make sure it has multiple pages)
4. Click next page
   

Expected Results

T1 filter should not get cleared and display the next page results

Actual Results

T1 filter gets cleared and returns a list of features without a filter.

Workaround

When a T1 filter is cleared, clicking the browser's refresh button will re-apply the filter on the page.
