Issue Summary

Scope Change: Team Weeks line is not reflecting Scope and Scope changes

Steps to Reproduce

1. Login
2. In the Context Menu select a Program that is using TW estimation system. In addition, some features should exist in this Program with TW estimate defined. 
3. Select Release in the Context Menu. 
4. Go to the Release Scope Change Report. 
5. Check TW line in the Chart. 

Expected Results

Team weeks should be removed here, it is currently based off Feature estimation which incorrect. 

Also, Column on the feature table below the scope change chart should show a feature estimate column titled "Feature Estimate" 

Actual Results

The Team Weeks line is not changing at all. It shows 0 all the time. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
