Issue Summary

If points are selected we currently show team weeks on the scope change report. We should really only show one or the other. 

Steps to Reproduce

1. Step 1 - Select team weeks for your portfolio specific platform settings
2. Step 2 - Run scope change report

Expected Results

Team weeks line should be removed as it is not supported for this view. 

Column on the feature table below the scope change chart should show a feature estimate column titled "Feature Estimate" 

Actual Results

we show both values which in return will show on the report as value not set, when a portfolio isn't configured to use that estimation.
