[JIRAALIGN-1749] Time Tracking: Project Attribute Export - Allow Capitalization filter for All doesn't work

Issue Summary

When using the Project Attributes Export filter. If we select the Option "All" for "Allow Capitalization". Only "Allow Capitalization" = "No" will be exported.

When selecting "Allow Capitalization" = "No" or "Yes", the export will only have rows in which the "Display Name" is not blank. Still need to determine if they're the same or different issues.

Steps to Reproduce

1. Go to "Time Tracking > Reports"
2. Select "Project Attributes Export"
3. Ensure "Allow Capitalization" = "All"
4. Only rows with "Allow Capitalization" = "No" and "Display Name" not blank are exported.

Expected Results

All 3 options "Allow Capitalization" equals "No", "Yes" and blank, along with "Display Name" blank are exported.

Actual Results

Only rows with "Allow Capitalization" = "No" and "Display Name" not blank are exported.

Workaround

• Export twice "Allow Capitalization" equals "No" and "Yes".
• Currently, there is no workaround for the blank fields.
