Issue Summary

When running this report you aren't consistently present with the accurate set of data. There are multiple Release Vehicles that match the date range for the export filter yet we aren't getting any data. 

Steps to Reproduce

1. Step 1 - Navigate to time tracking
2. Step 2 - Click Reports
3. Step 3 - Click project attribute report
4. Step 4 - Select a date range that matches the start and end date of a release vehicle
5. Step 5 - Click export

Expected Results

Should export all release vehicles within the date range

Actual Results

Not seeing consistent results
