[JIRAALIGN-1713] Scheduled Email Log throws a permission error.

Issue Summary

Users are not able to access/export the Scheduled Email Log. When we click the link, it shows a page with a message saying: "You Need More Access To View This Page"

Steps to Reproduce

1. Go to "Administration"
2. Click the "Email" link under "Settings" section
3. Select "Scheduled Email" tab
4. Choose an item and click the "Log" link
5. Permission error page is shows

Expected Results

User should be able to access/export the logs

Actual Results

User is not allowed to access/export the logs due to the permission error
