Issue Summary

Permission to access Admin >Email is tied to Admin > Announcements Permission Toggle also being on

Steps to Reproduce

1. Navigate to Admin > Roles > Administration > Turn on Email Toggle and turn off Announcements Toggle
2. Logout
3. Log back in and try to access Admin > Email

Expected Results

Users should be able to access Admin > Email when they have Admin > Email permissions regardless of Admin > Announcements being enabled.

Actual Results

Receive a whoops error when trying to access Admin > Email. If you turn on Admin > Announcements and log out, then log back in, you will be able to access Admin > Email without an error.

Workaround

Enabling Admin > Announcements will allow users to successfully access Admin > Email.
