Issue Summary

Points Planned vs. Points Accepted Report: Report shouldn't appear as Cumulative flow and Filtering by the team should work

Steps to Reproduce

1. Login
2. Select Program and PI that have multiple Teams and Sprints. Some Accepted stories should exist in this configuration
3. Go to the Points Planned vs. Points Accepted Report.
4. Check the report.
5. Select Some team in the context menu.
6. Check the report.

Expected Results

1. Extra Config is removed
2. Context Menu filtering by Release Vehicle, Release and Team works for this report
3. Also, for sprints with no points assigned to it do not show a points planned value. AND, for any sprints with no accepted points assigned to it, do not show a points accepted value. 

Note: Cumulative flow will be removed in scope of feature work.

Actual Results

1. The chart is displayed as a Cumulative flow.
2. Filtering by the team doesn't work for Points Planned.
3. Extra Configs are useless.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
