Issue Summary

When running the Timesheet compliance export for rolling 8 weeks no data is generated on the export file. 

Steps to Reproduce

1. Step 1  - Ensure that compliance setting configured in Administration > Time tracking > Time Submission and Approval Compliance
2. Step 1 - Navigate to time tracking
3. Step 2 - Click reports
4. Step 3 - Click the Timesheet compliance export
