[JIRAALIGN-1477] Story gauge on work tree is displaying the wrong calculations

Issue Summary

After further investigation on JAC 1331, it is clear that the story gauge on the work tree is off, it calculates # of stories differently than on the story grid. 

Steps to Reproduce

1. Step 1 - Navigate to the work tree view
2. Step 2 - Select a team & a PI/Release tier one
3. Step 3 - Enable Team View via extra config
4. Step 4 - see how Story counter is showing different # of stories than story grid with same tier 1 selections

Expected Results

Team view should be removed. And bottoms-up view should be filtered by any team(s) selected in Tier 1–starting with all stories assigned to selected team AND if there's a sprint, then the sprint belongs to tier 1 PI. If no sprint, then the story's PI should match tier 1.  (this means if a story has a sprint that does not belong to tier 1 pi, then do no include it in the counters or the list). 

Actual Results

In work tree view it says - 299 stories and in story grid view it says 173. The work tree view is basically showing the total number of stories for the team across all PIs i.e. ignoring the PI selection at the top.
